Summary You will serve as a PROGRAM MANAGER in the FACILITIES AND ENVIRONMENTAL DIRECTORATE DIVISION of COMMANDER - NAVAL INSTALLATIONS. You will serve as a UTILITIES PROGRAM MANAGER. SEE THE QUALIFICATION SECTION FOR SALARY RANGES FOR EACH LOCATION Duties You will execute the planning, programming, budgeting, and execution (PPBE) process for the utilities budget. You will act as subject matter expert for utility programs demonstrating the ability to provide leadership briefing at the Flag Officer or Senior Executive Service level for awareness and decision making. You will provide advice, coordination and guidance on all matters relating to the utilities (UT) special interest code to ensure successful execution of commodity management (electricity, gas, etc.) . You will provide advice, coordination and guidance on all matters relating to the utilities (UT) special interest code to ensure successful execution of financed energy projects (utilities privatization, energy savings performance contracts, etc.). You will assist in the development of projects and consolidated priority lists to ensure criteria for urgency, accuracy, completeness and sound engineering concepts are met and align with business objectives. You will use relevant data and metrics to evaluate and assesses program effectiveness in meeting budget, goals and objectives. You will develop and present clear and concise communications for leadership and subordinate commands with respect to applicable Utilities program requirements. You will independently resolve critical problems or issues related to existing or proposed policy on installations to provide management with implications. You will prepare and deliver briefings, point papers, charts, graphs and other documentation to the organization, OPNAV N4, and other senior military officers or officials. Males born after 12-31-59 must be registered for Selective Service. Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing, Planning, Programming, Budgeting, and Execution (PPBE) in support of agency goals and objectives; 2) Using working knowledge of the organizations utility organization structure and resourcing strategies to identify issues and make recommendations for improvement; 3) Developing program policies and instructions to meet operations and administrative requirements; 4) Developing communication materials for senior leaders to include Flag Officers and Senior Executive Service; 5) Exercising a subject matter expertise in utility commodity management; 6) Using basic concepts of financed energy projects to include utilities privatization, energy savings performance contracts, and utility energy service projects; 7) Using independent problem solving knowledge to drive innovative solutions.
