Job description

Duties The Office Under Secretary of Defense for Intelligence and Security established a Targeted Local Market Supplement (TLMS) for certain Science, Technology, Engineering, Mathematics, and Cyber positions within the Defense Civilian Intelligence Personnel System. This vacancy is designated as a STEM position and pay for the incumbent will be based on the STEM Pay Table. As a OPERATIONS RESEARCH ANALYST you will be responsible for the following duties: - Track BAO obligations, analyze expenditures, advise components of pending funding shortfalls and inform DCSA Financial Management of status of funds. - Responsible for detailing analytical procedures, preparing and conducting statistical studies and surveys. - Collect, classify and evaluate quantitative facts, which support new business practices, resource allocations, budget requests, new automation initiatives, security policy initiatives and strategic business decisions impacting DCSA - Performs the full range of analytical and evaluative tasks using statistical procedures such as regression analysis, sampling techniques, forecasting/trend analyses, analysis of variance and non-parametric statistics in support of workload, manpower and organizational studies. - Performs reconciliation and status tracking for DoD components and communicates results through spreadsheets and reports such as monthly aging reports. - Recommends changes to programs consistent with assessments of programs and identified vulnerabilities, anticipating needs and probable outcomes of recommendation - Recommends new or redefined priorities and objectives, better business practices, use of resources, or improved methods or bases for making strategic decisions. The incumbent will be required to report to the office on a routine basis. If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement. Qualifications This position has a Basic Requirement for the 1515: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Applying principles, theories and concepts of statistics for the application of statistical analysis techniques to real world business problems. Utilizing statistical packages R and/or Python to code and conduct statistical analysis, predictive analytics and general statistical modeling. Investigating business processes by forming hypothesis, developing statistical hypothesis, analyzing operations, validating hypotheses and based on findings developing actionable recommendations operations efficiency and effectiveness. Coordinating with a diverse workforce of external and internal stakeholders advise on complex findings to non-technical audiences. Specifically you will be evaluated on the following competencies: 1. Operations Research Investigation and Testing- Apply scientific testing methods to investigate research questions through successive integration of analogies, patterns, and relationships, as well as integration of mechanisms for feedback and study restructuring. 2. Research- Proficiency in developing strategies and initiatives designed to conduct research and analyze complex data outcomes and outputs related to workforce and organizational development and programs such as reports, dashboards, and workforce research papers. 3. Statistical Analysis-Apply mathematical or statistical theory and methods to collect, organize, interpret, and summarize numerical data to provide usable information. 4. Statistics-The practice or science of collecting and analyzing numerical data in large quantities, especially for the purpose of inferring proportions in a whole from those in a representative sample. ie Sampling, Estimation, Weighting, and Statistical Tests (Hypothesis Testing). 5. Oral & Written Communication- Writes and speaks in a clear, concise, organized, and convincing manner for the intended audience in prescribed formats. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately Education Substitution of education may not be used in lieu of specialized experience for this grade level.
