This is an exciting opportunity supporting a DOD client in San Diego. The Mission Support Specialist will provide administrative support and non-substantive aspects of new case intake and entry into case management systems. You will schedule and gather case disposition input forms, building electronic case files, and forwarding for attorney action. This role will entail communicating in person, by phone, and over email, with legal and nonlegal professionals and law enforcement officials, as well as victims of crime. The position will also perform other various duties related to support and routine administrative support for covered offense case processing within the respective region. Case intake: Serve as the primary liaison for intake of all new domestic violence and sexual contact cases referred to the West Region. In this capacity, the candidate must monitor and receive emails from a common email intake box containing new case intake forms filled out by Navy command personnel. The candidate must review information submitted and may request additional details from the submitter. The candidate will acknowledge receipt and establish a line of communications with the submitter. The candidate must open and categorize the incoming cases and brief them to the appropriate Chief Special Trial Counsel to confirm the case is appropriate for the candidate to administratively process. The candidate will then generate an accurate entry in the NCORS case management system. He or she will gather contact information for the victim, victim's counsel, victim's commander, suspect's commander, investigator, and other appropriate stakeholders and document that information in the electronic case file and case management system. The candidate will then open and continually update an electronic case file in the appropriate Teams/SharePoint Page using pre-generated templates. Case documents generation and dissemination:
Provide tailor pre-drafted template letters of notification or other standard pre-drafted correspondence relating to the case using accurate spelling and grammar. Send notifications/input forms to appropriate entities to notify them of OSTC's intake of the case and invite them to provide input on case disposition. Periodically follow up on requests and, if not received in a timely manner, document the opportunity for input has been given and keep the case moving through the process. Using standard forms, the candidate will fill in basic information to start a shell product for attorneys to complete to document the case disposition decision. The candidate may be responsible for tracking many dozens of cases in various stages of completion. Documents generated and disseminated, or begun (for attorney or others' completion) and disseminated from templates will include command notification letters, prosecutorial merits memoranda, notification of disposition decision, victim's commander and suspect's commander's non-binding input on disposition, and victim's jurisdictional preference forms. The candidate will pre-fill, as appropriate, mail, and track return receipt of these documents. When received, the candidate will upload them to the case file and document their receipt in the NCORS case management system. Appointment scheduling and attendance. Using a pre-arranged schedule of counsel availability, the candidate will contact victims and/or their victims' legal counsel, as appropriate, to schedule an initial Victim-Witness Assistance Program meeting with a Special Trial Counsel (STC). The candidate will generate calendar and Teams invitations and provide them to all invited persons. The candidate may be asked to attend the meeting in person or via phone or Teams to take notes. If rescheduling is needed, the candidate will reschedule the meeting and update calendar/Teams invites for the new appointment date and time. The meetings will consist of an STC notifying the victim of his/her rights in accordance with the DOD Victim-Witness Assistance Program. Information response:
Candidate will maintain awareness of the status of cases he/she opens in addition to already opened cases assigned to the candidate for tracking. Upon request by victims, victims' counsel, attorneys, or other appropriate personnel, the candidate will provide information stating which step in the process the case has reached and what additional steps must be completed to make the case ready for a disposition decision. Reports generation and case management.
Using pre-programmed report capabilities within the NCORS case management system, the candidate will periodically generate a report documenting the status of cases. He or she will screen the report for accuracy and, if needed, update the database with current case status. The candidate will continually work the case files to reach a state of completion-meaning the candidate will independently assess the state of the case, determine what is missing, seek the missing item, all without specific tasking from supervisors. When the case files are ready for attorney screening, the candidate will forward the case file to the responsible Chief Special Trial Counsel for decision. Drafting and quality checking correspondence.
Occasionally, the candidate will draft standard agency correspondence related to requesting materials for case files. Occasionally, the candidate will review correspondence for correctness. The candidate will exercise a high degree of self-motivation to continually assess what is missing from a case file, to seek that item from the entity responsible for providing it, and to independently determine when the case file is ready to be forwarded to an attorney for a disposition decision. At all times, the candidate will act under the supervision of Counsel. The candidate will not perform any inherently governmental functions. At all times, substantive briefs and substantive decisions will be given or made by uniformed attorneys. The candidate will not engage in the practice of law but will provide administrative support consistent with supported attorneys' ethical obligations. Qualifications Due to the requirement, U.S. Citizenship is required Active Secret Clearance is required BA is preferred but not required. Experience will be considered in lieu of degree 5-7 years' experience as a legal clerk in a government or private sector law office. Must have experience operating at a high degree of self-sufficiency and independence and have excellent English language skills and attention to detail.
