SUMMARY OF THE POSITION:

Manages, directs, and implements compliance strategies and objectives to ensure the achievement of properties following compliance requirements as mandated by federal, state, and local regulatory and funding requirements; ensures that the resident files are maintained in accordance with agency and management guidelines; Trains and develops the Compliance Specialists; interacts with Regional Office staff, Property staff, and the residents. Assists the Regional Vice President and Regional Managers with special projects and ensures staff follow policies and procedures related to implements these policies and procedures.

Responsibilities:
PRIMARY JOB FUNCTIONS EMPLOYEE MANAGEMENT

Trains, supervises, develops, and evaluates compliance staff of those supervised in accordance with company polices and directives; performs timely performance evaluations on employees.

Provides Opportunities for Success when necessary to correct staff behavior within 3 days of it being determined necessary.

Ensures appropriate staff development and/or training is provided, including his/her own training and that all staff is aware and correctly implements the fair housing/ employment laws, safety rules and regulations, and other company policies and procedures.

COMPLIANCE

Regulatory/ Compliance

Ensures compliance with requirements outlined in regulatory agreements, contracts, company policies and procedures and that federal, state and local laws are adhered to at all times.

Reviews new move in files, recertification files, and periodically reviews the Waiting List(s). Verifies rent calculation and the documents used are current for all properties.

Reviews and tracks Rent Increases annually to ensure that all HUD and PBV contracts and rent increases are renewed and submitted on time and are implemented on time annually.

Responsible for interacting directly with the sponsor and regulatory agencies such as SHRA, HUD, HCD, and TCAC reviews for all sites.

Tracks and reviews all inspections and responses for agency reviews to ensure that they are completed and responded to accurately and timely.

Responds promptly when requested for information from regulatory and/or financial agencies which might include research, preparation, compilation, and submission of report(s) in an accurate and timely manner.

Respond to all preparation requests and follow up agency file inspections when PM or RM may need additional support.

Attends meetings and compliance reviews requested by regulatory agencies, Regional Managers, and Regional Vice President.

OTHER RESPONSIBILITIES

DatabasesMaintains all compliance databases to include tracking regulatory agreement details per property, inspection trends, etc.

Review and update any vacant unit logs to ensure oldest vacant units are being leased first.

Ensure that the processing of the HUD vouchers, Voucher reconciliation, Spectrum reporting are done timely.

TrainingUpdates and provides trainings for Regional Managers, Regional Vice President, on compliance changes, including providing quarterly trainings to property staff annually, in person and virtually as requested.

Maintains and tracks all training requirements for compliance themselves and the compliance staff.

Property OnboardingWork with Regional VP and Director onboarding new properties, including set up of property matrix, reviewing all Regulatory Agreements, compliance set up with Yardi/Boston Post, Waitlist. Coordinating the compliance team for processing lease up files to meet lease up goals.

Company objective Attending, creating , and assist with corporate trainings at JSCo Annual Conference, statewide trainings. This may require speaking in front of large groups and driving long distances.

Effectively and professionally interacts and communicates with senior management, property managers, other employees, vendors, residents, senior staff, owners, sponsors and clients, public agencies.

Promotes harmonious relations among residents, staff, vendors, and the company at-large.

SKILLS

EXPERIENCE

A minimum of five years of Compliance experience. Previous experience in planning, scheduling and completing major projects with minimum guidance.

A minimum of five years experience in personnel supervision, training, and evaluation.

Demonstrated experience in problem identification, analysis, recommendation of options and development of logical and workable solutions.

Demonstrated experience in preparing and completing administrative statistical and programmatic studies with comprehensive analysis and sound recommendations.

Demonstrated ability to support and develop diverse environments.

Demonstrated knowledge of Microsoft Office programs such as WORD, EXCEL, and OUTLOOK are essential and Yardi.

EDUCATION - Associates Degree or equivalent accredited degree or professional certification. Bachelors of Arts or Science is desirable.

Physical Environment/ RequirementsThis position deals with outside personnel such as residents and clients on a regular basis with contact in various forms such as in person, phone and email.

The location of the position changes frequently from indoors to outdoors as site visits are necessary. However, extreme environmental conditions do not exist.

It is sometimes necessary to deal with unpleasant or angry people with the need to problem solve difficult situations.

It is necessary to adapt to a frequently changing environment.

Sitting and standing is as needed.

It is necessary for the position to travel independently to property locations on a regular basis.

Must have a California Drivers license or the ability to travel independently of others.

Salary Range: $85,000 - $95,000
