Job description

Duties You will conduct technical review of facilities planning products, (i.e., Basic Facilities Requirements (BFRs), Facilities Support Requirements (FSRs) to determine if objectives are met. You will apply Planning Principles that identifies opportunities, costs, risk, and payback for innovative approaches to Shore Installation Management and recommendations to decision-makers. You will be proficient in information technology, such as Geospatial Information Systems (GIS), eProjects, Electronic Project Generator (EPG), and internet Navy Facilities Assets Data Store (iNFADS), to formulate a facilities requirement plan. You will implement planning criteria when managing projects (e.g., Master Plans, Special Planning Studies, Basic Facilities Requirements, Facility Planning Documents, or similar components) to meet requirements. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field FACILITIES ENGINEERING Level II. Certification is required within 24 months of appointment. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This is a bargaining unit position. Qualifications For GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing planning recommendations for construction, demolition, energy, maintenance and facilities development projects; 2) Reviewing engineering/architectural drawings or specifications for construction, demolition, energy, maintenance, facilities development projects to identify inconsistencies; 3) Assisting with planning systems and automated databases to capture spatial or geographic data to support facility planning. For GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applies precedent and establishes techniques to resolve a variety of conventional problems and routine customer service. ; 2) Prepares basic project documentation for projects, basic requirements documentation, and site approval documentation for moderate to complex projects with minimal review/input.; 3) Assisting with planning systems and automated databases to capture spatial or geographic data to support facility planning. For the GS-9: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Your education must have provided the knowledge, skills, and abilities necessary to do the work. PHYSICAL DEMANDS: The position's duties are largely sedentary and consist of office related activities including long periods of sitting, standing, walking and operating telephones, audio-visual and computer equipment.
