BKF is looking for an Engineering Manager or Project Manager to be a key contributor to our Stormwater/Flood practice as we grow our Water Resources business sector through organic growth and acquisitions. This position is equivalent to a Senior or Principal Engineer level at similar consulting firms and represents experience at/beyond the mid-level in technical expertise, design, project planning, project engineering, management, client relations and/or business development. Depending on interest and experience, this role could grow into a technical leadership or other leadership role within Water Resources at BKF.
Essential Duties and Accountabilities
Serve as the project manager for stormwater treatment, conveyance, site civil, and environmental design projects.
Serve as task manager on larger planning, design, and construction projects.
Oversee the development, maintenance, and review of Stormwater Management Plans (SWMPs/SWPPPs).
Oversee the development, maintenance, and review of hydrology and hydraulic reports
Perform complex engineering tasks including engineering designs, preparing reports, construction drawings, specifications, and calculations for storm drainage systems.
Review product designs and drawings for compliance with engineering principles, agency standards, customer contract requirements, and related specifications.
Prepare stormwater master plans, studies, and technical memoranda that concisely communicate technical and non-technical analyses and conclusions
Develop proposals, budgets and schedules for selected engineering efforts.
Meet with clients to determine recommended project scope, estimate staffing requirements, and fee for review and prepare for signature.
Develop and maintain client contact before, during, and after project completion.
Cultivate client relationships through industry groups and by direct contract.
Maintain three-month workload projections for all projects under personal management.
Work closely with other engineers and managers to balance workload demands amongst current staff.
Provide mentoring and training to Design and Project Engineers.
Prepare and conduct technical review of staff, reports, correspondence, calculations and prepare technical recommendations.
Plan, organize and supervise work of professionals and technicians as needed.
Prepare opinions of probable cost and construction schedules/sequencing on current and new designs.
Requirements
Bachelor's degree in in Civil/Environmental Engineering
Hydrologic and hydraulic modeling experience using XPSWMM, HEC HMS, HEC RAS, EPA SWMM, Mike Urban, InfoWorks, and/or other modelling programs.
8+ years of relevant experience
Excellent communication skills verbal and written
Proven ability to lead and collaborate effectively with a multidisciplinary technical team.
Participation in marketing clients and preparing competitive and sole source proposals.
2+ years of project/task and staff management
Experience with CAD and GIS
PE licensure in CA, or in another state with the ability to obtain in CA within 12 months
Preferred Education and/or Experience
Master's degree in in Civil/Environmental Engineering
Presentations to industry groups and/or leadership in industry groups at the local/regional level.
Experience with nature-based or green infrastructure planning and design desired.
Capabilities and interest in non-urban flood management, municipal water/wastewater design, sewer master planning, and/or asset management also desired.
Participation with the California Stormwater Quality Association, Floodplain Managers Association or similar industry organizations

Pay
The typical base salary range for this position is $129,000 - $156,000 annualized depending upon skills, experience, education, and geographical location. This is a salary position paid biweekly.
