Job Title: Federal Property Specialist Location: Oakland, CA Job Type: Full-time Job Overview: As a Federal Property Specialist, you will be responsible for providing expert guidance in the acquisition, management, and disposal of federal real property, with a focus on Department of Defense (DoD) and federal regulations. Your role will include coordinating property acquisition objectives, managing real estate transactions, and ensuring regulatory compliance across various federal properties. This position requires significant experience with DoD real property management, leasing, and divestiture processes. Key Responsibilities: • Policy Development: Create and recommend policies, plans, and procedures for property acquisition and management, ensuring alignment with federal regulations and CEUO directives. • Real Estate Acquisition & Use: Work closely with client organizations to facilitate property acquisition through permits, leases, licenses, or other means. Prepare and review necessary real property documentation (leases, permits, interagency transactions). • Lease & Transaction Management: Oversee commercial leasing, including out-leasing, direct leasing, and interagency property use. Conduct market surveys and negotiate lease terms, ensuring compliance with federal standards. • Divestiture & Property Disposal: Manage divestiture activities, such as preparing and reviewing transfer documents, coordinating with GSA, and conducting McKinney Act screenings. • Audit & Compliance: Perform regular inventory checks, complete DD1354 forms, and ensure accuracy in real property records. Resolve boundary encroachments and manage navigational servitude issues. • Stakeholder Coordination: Collaborate with private, governmental, and military organizations to address issues within the terms of property agreements such as MOAs, ISSAs, and outgrants.
Must-Have Qualifications: • DoD Experience: Minimum of 5 years of experience working with Department of Defense real property processes and policies. • Federal Real Estate Expertise: Proven track record in federal real estate acquisition, leasing, and disposal, including knowledge of federal forms, legal property rights, and GSA procedures. • Property Divestiture: Experience with federal property divestiture, including Title 10 transfers, McKinney Act, and special legislation transfers. Familiarity with BRAC-related processes is essential. • Complex Federal Property Projects: Ability to manage highly visible, time-sensitive, and complex real property projects involving environmental, historical preservation, or high-dollar value concerns. Preferred Skills: • Experience with historic lighthouse properties, agricultural leases, or communication sites. • Strong familiarity with GFEBS, HQIIS, and other federal property management tools. • California Notary License is a plus.
