The Position

Napa County has an opening for a Health & Human Services Techician I in the Maternal, Child, Adolescent Health (MCAH) Unit in the Public Health Division. The Health and Human Services Technician I performs a limited range of highly specialized and technical administrative duties in support of a division in the Health and Human Services Agency. Incumbents gradually work more independently as knowledge, skills and abilities are acquired for job duties in this class. Bilingual (Spanish) skills is not required but highly preferred.

This recruitment is being conducted to fill one full-time vacancy in the MCAH in the Public Health Division of Health & Human Services Agency of Napa County. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.
Memorandum of Understanding (MOU) Agreed Salary increases and Wintertime Off (WTO):

  • 3.5% COLA increase effective 7/1/2025
  • 3.5% COLA increase effective 7/1/2026
  • 32.0 hour of Winter Time-Off (WTO)

POSITION REQUIREMENTS

Experience and Education:
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is: Experience:
Three years of responsible technical or directly-related progressive clerical experience including substantial and independent responsibility working in an administrative support role. Prior experience working in a health program is highly desired.

Education:
Equivalent to the completion of the twelfth grade, supplemented by specialized training in office administration, public administration, business administration, or a related field.

License or Certificate:
Certain positions assigned to this class may require possession of a valid California Driver's License
Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
Special Qualifications:
Certain designated positions may require the ability to speak Spanish in addition to English. In addition, the ability to read and write Spanish would be desired.

Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
