Summary You will serve as an INFORMATION SECURITY SPECIALIST in the INFORMATION TECHNOLOGY SERVICE DEPARTMENT (ITSD) of FLT NUMER OCEANGPHY METEO CTR. Duties You will analyze and resolve complex security problems associated with the COMSEC Program. You will independently plan and organize COMSEC activities of some complexity and determine the most appropriate principles, practices, and methods to execute all tasks. You will analyze and evaluate reports of investigations or reports that contain conflicting information or evidence and to prepare oral or written briefings and reports. You will make decisions, draw conclusions, and make recommendations that are logically organized, clearly and concisely written, and unbiased in order to take immediate action. You will conduct investigations of possible COMSEC insecurity or compromise and write clear and concise reports to higher authority. You will oversee and inspect operating COMSEC security programs for adequacy, efficiency, and need for improvements. You will utilize IT principles, theories and practices required by the security area to enable employee to supports management and other technical specialists on important IT issues. You will utilize security concepts, principles and policies which is necessary to both analyze and resolve difficult, complex and unusual problems and to provide technical assistance for SCI security programs. You will provide annual SCI security training and quarterly SCIF-specific training to cleared personnel. You will ensure proper documentation and updating of SCIF access rosters and SOPs. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. MSP/PPP applicants must currently hold the required security clearance. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. Incumbent must successfully complete the Navy KOAM Course of Instruction (COI) (A-4C-1340) within 6-months of appointment. This is a Cyberspace Workforce position,work role code Communications Security Manager, level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with the procedures and regulations for preparing, reviewing, and evaluating requests for personnel security investigations and/or access to classified information or assignment to sensitive duties;
Experience in evaluating reports for personnel investigations to identify the presence or absence of derogatory information; in order to recommend an appropriate course of action;
Experience conducting a semiannual review of all COMSEC material holdings to ensure that there is a continuing need for the quantity and types of all COMSEC materials;
Experience reviewing investigative records for required prerequisites in order to determine accessibility to various security levels of classified information, material and criteria necessary for eligibility in various personnel suitability and reliability programs;
Experience conducting training to ensure that all personnel handling COMSEC material are familiar with and adhere to proper COMSEC procedures, written guidance and COMSEC-related publications;
Experience conducting required inventories and destruction, prepares and submits key orders, reports, correspondence, and messages and ensures timely replacement and disposition of broken and obsolete COMSEC equipment, researches funding sources and repair sites.
