Job description

The Senior-level Program Manager shall support routine Directorate Action Group (DAG), PEO Action Group (PAG) and/or Program Acquisition Support (PAS) tasks including but not limited to business operations; planning, programming, budget, and execution (PPBE); acquisition reporting; strategic communication, lifecycle acquisition management; tasker management, research analysis and reporting; support Foreign Military Sales case development provide support for infrastructure, human resources, and personnel management for assigned team. Specific Duties: Extracting program specific information, assessments, analysis, and reviews enabling program and technical acquisition artifacts to be integrated at the enterprise level. Use the combined program integrated master schedule to facilitate the management of cost, schedule, and technical performance of the program portfolio. Provide detailed analysis, quantifiable supporting documentation, and thorough justification for all research, reviews, and assessments performed and include corrective action plans and recommendations to the Government. Develop Government reports and briefs on how to implement policies, conduct independent program assessments, and conduct risk assessments for the portfolio. Support the development of the Program Objective Memorandum, Staffer Day preparations, Spring Program Reviews, Investment Budget Review, Program Management Reviews, Mid-year Execution Reviews, Baseline Execution Reviews, Vice-Commander's Forum, Financial Management Reviews, Acquisition Mission Support, Business Management Reviews, and other budget execution activities and provide detailed, quantifiable documentation and thorough justification for assessment findings, corrective action plans, and recommendations. Draft program overviews and executive summaries, encapsulate major program issues, gather program contract information, track program milestones and status, generate overviews of program health and ability to execute, assess program cost, schedule, and technical risks by segment and identify mitigation plans, consolidate and status program manager identified cost, schedule, and technical efficiency initiatives, demonstrate understanding of the program's current critical path, integrate and correlate program performance data with the program baseline, accurately interpret acquisition program baseline thresholds and compliance, verify program costs against the approved President's Budget, track program baseline changes, accurately capture high level program logistic, test and evaluation, and requirements readiness characteristics, and establish a program office point of contacts list to accurately develop, maintain, and update acquisition reports to include, but not limited to Weekly Activity Report, Monthly Acquisition Reports, Selected Acquisition Report, Defense Acquisition Executive Summary, Acquisition Program Baseline, supplemental reports for Acquisition Category I, II, III, Middle Tier Acquisition (MTA) programs at the Directorate, and other related acquisition reporting documents. Research, draft, and edit articles, speeches, and testimony on the Directorate, organization, missions, operations, and initiatives. Evaluate acquisition documentation for adherence to policy and guidance; consistency in implementation of the program's acquisition strategy, technical approach requirements, policy and guidance, milestones, forecasts, schedule and risk assessment; and realism in achieving a product suitable for the user within cost, schedule and performance constraints. Acquisition documentation includes, but is not limited to, acquisition reports, acquisition plans, acquisition strategies, systems engineering plans, Integrated Master Plans (IMP), and Integrated Master Schedules (IMS), requests for proposals, and documents for sole source efforts. Support in the case development, case implementation and case closure to procure FMS equipment, security devices and services for all authorized countries. This support includes: 1) customer requirements definition, 2) case development, 3) procurement of equipment, security devices and services, 4) delivery reporting, 5) FMS case financial reconciliation and 6) FMS case closure and establish and maintain a case folder for each case assigned. Additional Duties: Primary focal point for interface and coordination with Mission Services (SSC/CGO) and provide technical guidance and consultation assistance to managers and employees regarding all areas of the Human Resource, Personnel, and Administrative processes. Manage the supported leadership calendar of events to include business meetings, office business rhythm, organizational Chief calendar management and the synchronization of supported activities via Microsoft Office Suite. Minimum Education & Certification(s): BA/BS Degree Required, MA/MS Preferred, PMP Certification Preferred Minimum Yrs. Experience and/or Expertise: 10+ Years' Experience Required, Experience with TMT Preferred, Foreign Military Sales (FMS) experience Preferred Clearance: Secret Salary information below is a general guide only. Salaries are commensurate with experience and qualifications, as well as business and market considerations. Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines. Physical Demands This is largely a sedentary role mostly sitting; however, some filing maybe required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs. Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism. We hire military.
