The City of Costa Mesa is actively recruiting for the positions of Firefighter and Firefighter/Paramedic. Interested candidates must either transfer a FireTeam entry-level firefighter exam score dated between September 7, 2023, and September 7, 2024, to the City of Costa Mesa or submit an application with the National Testing Network (NTN) and take the FireTeam test by September 7, 2024, at 5:00 p.m.

Applications will be available from 7:30 a.m. on Monday, September 16, 2024, through Wednesday, September 18, 2024, at 5:00 p.m. Candidates must complete the online City application to be considered.

Applicants who pass the National Testing Network/FireTeam Testing will be invited to submit a City application along with a supplemental application online between September 7, 2023, and September 7, 2024. Applicants should provide detailed and specific information to ensure proper evaluation of their qualifications. Proof of required certificates must be submitted with the online City application.

Invited applicants must complete the online City application and submit the required documentation by September 18, 2024, at 5:00 p.m. The official job flyer and detailed application instructions are available on the Citys website.

Note: Failure to complete the CPAT or Biddle and the online City application will result in disqualification from the process. NTN FireTEAM test scores are valid with the City of Costa Mesa if obtained between September 7, 2023, and September 7, 2024. CPAT and Biddle certifications are valid with the City if obtained on or after January 1, 2024.

Qualifications:

Education: High school graduation or equivalent required. An associate degree or higher is desirable.

Fire Academy: Candidates must meet one of the following:

Successful completion of a Fire Academy accredited by the California State Fire Marshals Office by September 7, 2024.
Current enrollment in a Fire Academy accredited by the California State Fire Marshals Office, with graduation by September 7, 2024 (proof of enrollment required).
Completion of a California local academy (320 hours or longer) or an out-of-state nationally recognized academy, with at least one year of paid full-time firefighter experience at a single agency and current employment as a full-time firefighter.
Possession of Firefighter I & Firefighter II Certifications, with at least one year of paid full-time firefighter experience at a single agency and current employment as a full-time firefighter.
Note: IFSAC and PROBOARD Firefighter Certifications will be considered for out-of-state and Department of Defense firefighters.

Physical Ability Test: Successful completion of the Biddle Physical Ability Examination or Candidate Physical Ability Test (CPAT) on or after January 1, 2024.

FireTEAM Exam: Completion of the FireTEAM entry-level firefighter examination is required. All testing must be completed through National Testing Network (NTN) between September 7, 2023, and September 7, 2024.

Drivers License: Must have a valid CA Class C Drivers License at the time of appointment, with a CA Class C Drivers License with F endorsement required by the end of the probationary period.

Medical Certification: State of California certification as an Emergency Medical Technician (EMT) or higher.

Other Certifications: Possession of a valid American Heart Association Basic Life Support for Healthcare Provider card. A current CA State Paramedic License is highly desirable.

Physical Requirements: Weight must be proportional to height, age, and frame. Vision must be 20/30 corrected (with soft contact lenses). Normal audiometric hearing exam required.

Salary Information:

Firefighter: $6,731 - $9,021 per month, depending on qualifications.
Firefighter/Paramedic: $7,404 - $9,923 per month, depending on qualifications.
Benefit Information:

Retirement: Employees contribute 14% of their salary towards the 3% CalPERS Retirement Formula or the 2.7% CalPERS Retirement Formula, depending on eligibility.
Health Insurance: $2,119 per month flexible benefit contribution for medical, dental, and long-term disability insurance within a flexible benefits plan.
Life Insurance: The City provides a $50,000 term life insurance policy.
AD&D Insurance: The City provides a $50,000 accidental death and dismemberment insurance policy.
Holidays: 145.6 hours per year.
Vacation: Initially, 128.8 hours per year, increasing to 296.8 hours per year after twenty years of service (based on a 56-hour work schedule).
Sick Leave: 174.72 hours per year (based on a 56-hour work schedule).
Certification Pay: Monthly awards of 2.5% for a bachelor's degree and up to $903 per month for educational degrees or completion of specific State Fire Marshal accredited courses after five years of service.
Bilingual Pay: The City compensates 2.5% or 5% above monthly salary after qualifying, upon management approval.
Deferred Compensation: Voluntary contributions up to $23,000 per year.
Tuition Reimbursement: Available after completion of a 12-month probation period.
The Department: The Fire & Rescue Department, led by Fire Chief Dan Stefano since December 2013, has 97 full-time employees, including 12 non-sworn positions and volunteers. The department consists of three divisions: Administration, Fire/Rescue/Emergency Medical Services, and Community Risk Reduction, with an adopted budget of $37.7 million for FY 24-25. The department handles over 14,000 emergency responses annually, with approximately 75% related to medical aid and rescue. The Fire/Rescue/Emergency Medical Services Division operates 24/7 from six fire stations. The Community Risk Reduction Division focuses on life and fire safety planning, inspection, and overall community risk reduction, while the Fire Administration division supports both operational divisions.
