High-Risk Training Safety (HRTS) Program Manager Minimum Qualifications Summary Certification & Education High school education required Bachelor degree preferred Secret Clearance Driver's License Experience Required Due to the complex nature of Naval Special Warfare's mission and tasking, knowledge of the Naval Special Warfare or Special Warfare as a larger organization, is required. Minimum 8 years of NSW or industry experience in managing high-risk safety, operational risk management and/or training. It is preferred that the HRTS contractor have specific knowledge of the inherent risk involved a standard Unit Level Training (ULT) Block. Comprehensive knowledge of safety and occupational health regulations, methods, standards, and techniques applicable to high-risk safety training. Knowledge of safety/ occupational health principles, practices, procedures, regulations, rules, laws, etc., applicable to the performance of a limited range of safety and occupational health management responsibilities. Skill and technical knowledge sufficient to analyze high-risk safety training design features and specifications, develop new methods and procedures to identify or control hazardous high-risk processes for high-risk training. Knowledge of ORA / ORM principles; ability to conduct announced and unannounced spot checks at training sites to ensure compliance with instructions such as NAVOSH, OPNAVINST 5100.23 Manual and overall safety compliance. Ability to conduct Range Assessments as the lead assessor for non-DOD training areas to ensure safety compliance and conduct risk assessment for authorization to train and range recommendations to NSWG-1 Commodore for NSW use. Knowledge of NSW training techniques and operating mediums; knowledge of NSW "High-Risk" training safety instructions and policies; comprehensive knowledge of diving, military parachute/free fall, fast rope, demolition, weapons, tactical ground mobility, and land warfare systems, and their required safety controls. Knowledge of NSW "High-Risk" training requirements, giving them the ability to assess Personnel Qualification Standards (PQS) and/or Job Qualification Requirements (JQR) as they relate to diving, military parachute/free fall, fast rope, demolition, weapons, tactical ground mobility, and land warfare systems and urban combat. Ability to collaborate with Senior leadership to develop Risk Assessments and Medical Evacuation plans with redundant fail-safe features. Experience with PC operations and use of common/standard business software programs and Microsoft Office applications (Word, Outlook, Excel, Teams, and Power Point). Possess a high level of attention to detail and accuracy in collecting, maintaining, and assimilating varied data sets for presentation to senior leadership. Clear and effective verbal and written communication skills and the ability to diplomatically interact with NSWG-1 personnel. Perform duties independently with minimal oversight. Exhibit professional conduct and comply with applicable Federal, DoD, United States Special Operations Command regulations, instructions, directives., and policies. Job Objective Provide High-Risk Training Safety (HRTS) Program Manager support to the Naval Special Warfare Group 1 Safety Program Manager Responsibilities High-Risk Training Safety Will be a subject matter expert (SME) for high-risk training safety in NSW SEAL Unit Level Training (ULT) and any TRADET-1 supported training outside of ULT. Will assist HRT Safety Officer in developing, reviewing, managing, and implementing operational risk and safety plans and programs for functional areas such as, jump, dive, demolition, weapons, and maritime operations. Will assist HRT Safety Officer in addressing issues involved with high-risk training, hazardous training evolutions, and industrial functions related to operations of Navy Special Operations. Will assist the HRT Safety Officer with guidance and oversight of SEAL Teams by keeping HRT Safety Officer informed of personnel engaged in a wide variety of training activities which require employment of hazardous materials, transportation of explosives, firing of weapons, storing, and detonating high explosives, hazardous waste collection/ disposal, electrical and radio frequency/ laser hazards to ensure safety standards are not compromised and are maintained at acceptable levels of risks. Will assist HRT Safety Officer administrative requirements by drafting documentation and all directives, i.e., instructions, guidelines (plus changes) and manuals which can affect new techniques, procedures, methods, or policy to eliminate or reduce the potential for injuries to personnel and second to minimize damage to buildings, equipment, and other property. Will assist HRT Safety Officer in identifying, researching, and preparing ORM plans for all TD-1 training cells (TGM, SOUC, LW, Assaults and Maritime). Will review plans, assist in developing corrective actions, and report way ahead to HRT Safety Officer. When directed by HRT Safety Officer, will review Range Safety Officer (RSO) / Range Officer-In-Charge (ROIC) JQRs for accuracy to ensure completeness and competency, then work with HRT Safety Officer to route recommendation for qualification through TD-1 for signature. Operational Risk Management (ORM) Assistant Under authority of HRT Safety Officer, will assist in training component command collateral duty safety officers, traffic safety coordinators, motorcycle representatives and ORM assistants. Will ensure command members receive required safety training by arranging for, or conducting training sessions, providing literature, etc. Will assist in the safety analyses of all NSWG-1 operations to ensure compliance with SOH regulations. Operational Risk Assessment (ORA) Will assist HRT Safety Officer by conducting ORA's of training evolutions during a SEAL Team's ULT to ensure compliance with all governing High-Risk Safety and ORM instructions and guidance. The contractor will provide documenting training to HRT Safety Officer. Command Motorcycle Safety Representative Will assist Safety Officer in requirement to Ensure all motorcycle riders conduct required training documentation. Command Fire Warden Will assist Safety Officer requirement of ensuring compliance with all building fire codes and conducts walk-through inspections with NASNI Fire Marshal (when required), documenting findings in ESAMS. Will a report to Safety Officer when corrective actions are taken to abate deficiencies. Mishap Management in the Risk Management Information System (RMI) and Defense Ready Platforms Will assist Safety Officer in all mishap investigations and identifying corrective actions to eliminate future causes. Will research each mishap report for accuracy and completeness coordinating efforts with originators to obtain missing information to ensure 100% accuracy and completeness. Will a draft Navy Safety Command Risk Management Information (RMI) mishap reports for Safety Officer. Forward RMI draft reports to Navy representatives for review and release. Track report submission status for acceptance or rejection. Research and correct deficiencies and when approved by Safety Officer submit reports in RMI. Will a draft SOCOM mishap reports in the current tracking platform, SOF Ready, then forward draft reports to Navy representatives for review and release. When approved by Safety Officer, submit reports in the appropriate platform. Will assist in developing quarterly and annual roll-up report of NSWG-1 and component commands mishaps and equipment failure. Provide five-year comparison history with current year. Will provide additional reports when requested.
