Duties THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the IT SPECIALIST (INFOSEC/NETWORK), GS-2210-13, is to serve as the Chief of the unit's Standardization and Evaluation (Stan/Eval) program. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Priority Areas(s) of Consideration: Priority consideration is first given to the areas below. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. AREA II= Current California National Guard members. AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment). Military Grades: O-3 or O-4 Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Must be able to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) eligible security clearance. Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives. Minimum requirements are specified in the most recent 8570 PD template on the A3CC Page of the GKO Portal at Qualifications General Experience: Possess the ability to plan, direct, and coordinate difficult and complex programs; ability to develop, apply, and adjust cyber program plans to attain agency objectives; ability to utilize principles, methods, techniques, and systems; experience collecting and analyzing data effectively, efficiently, and accurately; experience applying a high level of sound and independent judgment in the solution of cyber program problems and cyber mission requirements. IT SPECIALIST (INFOSEC/NETWORK), GS-2210-13: Must have at least 36 months of specialized experience working the cyber program's standardization and evaluation program; Experience in weapon systems, crew positions, and developing policies used to assess Cyberspace Operator mission readiness; Experience in coordinating with MAJCOMs, Numbered Air Forces, Group Standardization and Evaluation, and active duty counterparts to validate that the unit's evaluation program reflected AF standards and metrics; Experience in developing procedures used to assess an operator's currency and readiness to perform and training missions; Experience in conducting risk and vulnerability assessments of DoD information systems that identified vulnerabilities, risks and protection needs; Knowledge and understanding of information technology, cyberspace operations, and the unit's tasked missions to develop and monitor unit policies and procedures; Experienced in analyzing, evaluating and examining Cyberspace Operators in order to determine their proficiency levels as required to operate cyberspace weapon systems and meet the of particular crew positions' standards and special mission profiles; Experienced and qualified Evaluator Cyberspace Operator.
