Job description

Duties DUTY 1: Manages Cyberspace Plans and Partnerships activities. DUTY 2: Provides operational, managerial, procedural, policy requirements and oversight along with resource activities. Provides overall specific guidance, continuity and direction that impacts Plans and Partnerships. DUTY 3: Exercises supervisory personnel management responsibilities. Serves as the Plans and Partnerships Division senior civilian. Provides advice and direction to the Division Chief in support of civilian personnel, performance and training issues and serves as mentor to junior civilians. DUTY 4: Represents USCYBERCOM, CNMF, JFHQ-DODIN, and JFHQ-C (AF) Equities. Demonstrates broad, expert knowledge of USCYBERCOM's global cyber missions, authorities, capabilities, and equivalent information regarding USCYBERCOM's external partners - including other DoD Commands and agencies, U.S. Government agencies, and key industry partners. Certificate of Medical Examination Recommendations, Memorandum In Lieu of OF-178 Part C/D, is required. A bachelor's degree is highly desired. Qualifications This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include comprehensive knowledge of USCYBERCOM, JFHQ-C (AF), JFHQ-DODIN and supported CCMD organizations' strategy, mission, and operations. Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to operations planning, leveraging the Joint Operations Planning Process (JOPP). Expert knowledge of the organizational policies, principles, planning concepts, guidance, procedures, techniques, and methodologies for partnering with internal and/or external organizations (e.g. International Affairs, Interagency and Security Cooperation); knowledge of DoD and Federal Government cyberspace issues, objectives, and operations, as well as regulations and policy directives governing planning of cyber operations. Knowledge of military and joint structure, organization, missions, programs and organizational relationships and program goals and objectives, management and organizational techniques, exercise planning and processes for use in a wide variety of analytical cyber force readiness evaluations and studies. Knowledge in the development of training requirements and exercise planning to evaluate and exercise cyber capabilities and processes to determine if processes will satisfy operations during military operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive range of knowledge of DoD and Federal Government cyberspace issues, objectives and operations, as well as regulations and policy directives governing planning of cyber operations; equivalent information regarding the roles and responsibilities of non-DoD cyberspace program partners. Expertise in one or more of the following fields: CO, IO, Security Cooperation or Partnership Engagement. Knowledge and demonstrated ability in developing, interpretating, and applying federal, DoD, and Service regulations and policy, program directives, and guidance materials relevant to the DoD cyberspace mission and operations; and applying Joint Chiefs of Staff (JCS) Deliberate and crisis planning procedures and the Joint Operations Planning Process (JOPP). Knowledge of the organizational policies, principles, planning concepts, guidance, procedures, techniques, and methodologies for partnering with internal and/or external organizations (e.g. International Affairs, Interagency and Security Cooperation) knowledge of DoD and Federal Government cyberspace issues, objectives and operations, as well as regulations and policy directives governing planning of cyber operations. Understanding of organizational hierarchy and cyberspace decision-making processes. In depth knowledge of USCYBERCOM force structure, doctrine, command and control, mission types, and authorities to inform employment considerations and development of Combatant Command objectives and effects in a manner that is both feasible and suitable for Cyberspace Operations. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, US Embassy and Air Force organizations to provide command level staff guidance and/or execution of activities associated with conceptualization, development, execution, and assessment of the range of cyberspace initiatives with partner nations. Skill in analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. CONDITIONS OF EMPLOYMENT CONT. Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI), or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Position maybe required to attain a Counterintelligence (CI) Polygraph. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. The employee may be recalled to duty; may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays; may be required to work overtime; and shift work and on-call may be required on an as-needed basis to cover contingency and crisis action planning efforts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
