Job description

Duties Duty 1: Responsible for the overall planning, implementation, oversight, and centralized control of a coordinated USFJ/SAF force protection and antiterrorism for USFJ/5 AF sub-unified command program. Duty 2: Reviews subordinate unit practices and activities to ensure compliance with directives and integration with other security and related programs. Duty 3: Serves as the USFJ/5AF Security Forces authority and expert on all matters involving force protection and antiterrorism requirements, policy, procedures, and program status. Duty 4: Plans, conducts, directs the conduct of, or coordinates on security site studies, projects, assessments, surveys, and assistance visits of, and concerning, installation, unit, or deployed force protection and antiterrorism activities. Duty 5: Attends meetings, conferences, workshops, panels, etc. at MAJ COM, USCINCPAC, USAF, DoD, or other federal agency levels as the command force protection and antiterrorism technical authority. A Top Secret Security Clearance is required. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge in the specialized field of force protection and antiterrorism, and physical and operations security. Possesses a comprehensive, authoritative knowledge of Executive Orders; legislation; DoD, USAF, and PACAF policy requirements, which are used to formulate a comprehensive, integrated USFJ command force protection program which meets regulatory requirements and reduces command specific vulnerabilities, and allows for the application of innovative and new security theories and concepts to provide overall all enhanced security of USFJ installations, resources, and personnel. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Extensive knowledge of a wide range of security specialties, concepts, principals, criteria, requirements, technology, and practices to independently manage assigned program area. 2. Knowledge of USFJ/5AF mission, functions, and structure to the unit level to ensure effective implementation oversight of program plans and processes. 3. Thorough knowledge of security forces programs and governing policies, directives, instructions, procedures. 4. Comprehensive knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the effective management and completion of programs. 5. Skill in oral and written communication methods and techniques at various levels and venues. 6. Ability to effectively manage and organize various program activities and tasks, singularly and together, and familiar with administrative requirements of USAF. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This job does not have an education qualification requirement.
