Job description

Duties Administers the Information Security Program at the U.S. Army Intelligence Center of Excellence (USAICoE) to ensure the safeguarding of national security information. Conducts regular security survey inspections (Organizational Inspection Program (OIP to ascertain organizational adequacy and conformance with all policies, procedures, and regulatory requirements. Analyzes survey results and recommends changes, new policies, and procedures for implementation. Provides regulatory guidance and assistance in the form of SOP, Plans and Policy Memos so that units and organizations can safeguard unclassified, classified and sensitive information using approved protective measures. Conducts preliminary investigations of reportable violations or breaches of information security to determine sequence of events and possible degree of information compromise. Develops and administers security education programs for the workforce, to include annual mandated training requirements and special or supplemental training as needed. Assist personnel with initiating background investigations, verifying clearances, incident/derogatory reporting through JPAS, and assisting with the process for providing requested information on derogatory issues to the CCF. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI). In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Two year trial/probationary period may be required. Must be able to obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within the first two years of employment. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document . GG-09: To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience that demonstrates a practical knowledge of information security administration as reflected by performing a combination of the following: Administering and applying security related procedures governing classification, protection, accountability and dissemination of classified information; using classification guides to ensure proper marking of classified documents; and safeguarding and ensuring proper control and use of classified documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series. OR Education: Successfully completed two full years of graduate level education leading to a master's degree (36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Security Management, Economics, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond your first 18 semester hours by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GG-11: To qualify, applicants must have one year or more of professional work category specialized experience equivalent to the next lower grade/level. Professional work category specialized experience is defined as experience that demonstrates a practical knowledge of information security administration as reflected by performing a combination of the following: Implementing information security guidance as it pertains to the protection of classified and highly sensitive information; participating in inspections of supported units for compliance of information security and in the protection of classified information; providing guidance on the receipt, handling, storing, marking, disseminating, reproducing, destroying, and transmitting of classified information; and, assisting in the review and development of security classification management guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Security Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
