Additional certifications in the area of specialization may be substituted for experience but vary by certification. SUMMARY Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC's service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced IT/NSS capabilities. Performs software development and maintenance of applications and systems for the Defense Intelligence Systems Enterprise (DISE) Test and Evaluation Focus Team (TEFT) at the Joint Interoperability Test Command (JITC). Plans and coordinates all activities related to the design, development, and implementation of the DISE TEFT's applications. Conducts software coding, debugging, and testing of DISE TEFT applications and systems. Documents requirements for applications, systems, and databases. Documents software designs, test lab operating procedures, and testing needs. Consults with end users to test and debug applications. May serve as an expert in all aspects of software design, development, and maintenance and may support multiple development projects. Responsible for developing, distributing, enforcing, and integrating best practices and technology standards within the DISE TEFT. Collects, analyzes, and reports information on the capabilities of products and systems. JOB DUTIES AND RESPONSIBILITIES • Directly supports the DISE TEFT lab environment at JITC, Fort Huachuca, AZ. • Must be familiar with automated testing tools and data collection. • Must be familiar with various programming languages (such as C++, Java, Python, etc.) and in the design and implementation of user and web-service interface tools across an enterprise of network services connected by a common set of protocols, standards, and policies. • Specific job duties include creating/modifying software and scripts for automated testing and data collection to perform performance and functional testing of enterprise systems and various federated web services. • Must be comfortable leading the lab's programmer team. QUALIFICATIONS Required Certifications • Requires at least 1 certification in area of specialization. Additional certifications in the area of specialization may be substituted for experience but vary by certification. Education, Background, and Years of Experience • Requires a Bachelor's degree; or an Associate's degree with at least 4 years of experience, or a minimum of 60 semester hours of formal education working towards an Associate's or Bachelor's degree and at least 6 years of experience; or at least 8 years of experience is required. Additional certifications (other than those required for the position) in the area of specialization be substituted for experience or education but vary by certification. The degree must be in a relevant technical curriculum and experience must be related to the job duties. ADDITIONAL SKILLS & QUALIFICATIONS Required Skills • Strong/Natural understanding of and ability to demonstrate the Agile Defense Core Values: Happy, Helpful, Honest, Humble, Hungry, Hustle. • Must be familiar with various programing languages (such as; C++, Java, Python, etc.). • Experience with developing automation tools. Able to quickly learn and become proficient with new software applications and tools. • Good oral and written communication skills. Good analytical and critical thinking skills. Have practical and working knowledge of standard Microsoft Office applications (word, ppt, excel, outlook, etc). • Secret clearance is required at time of hire. Preferred Skills • Desired Skills: • Experience with creating user interfaces to allow data collectors to retrieve and analyze data from various federated web services. • Experience creating browser interfaces to interface with services, APIs, and to present results (HTML, CSS, JavaScript, Bootstrap, etc.). • Experience with automating Web queries and/or data analysis. Experience developing and testing in Linux and Windows environments. • TS/SCI clearance. • Ability to read and analyze XML and JSON documents. • Experience with Apache Kafka, Microsoft Report Builder, Wireshark, Portecle, NetBeans, Microsoft. • Structured Query Language servers and databases. • Experience with PKI and SSL/TLS security procedures. WORKING CONDITIONS Environmental Conditions • Government site with 0%-30% travel possible. Alternative work sites allow for regular telework or remote work flexibilities with prior coordination and authorization through the supervisor and COR. Regardless of where work is performed, the Contractor shall ensure that work is completed effectively and that mission needs and requirements are met, without degradation of services. Strength Demands • Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
