Job description

Duties This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for providing expert engineering, scheduling, quality assurance, budgeting and configuration control support on all aspects of the construction effort. As a General Engineer at the NH-0801-4 some of your typical work assignments may include: This position serves as a facilities construction and maintenance advisor to the Functional Manager (FM) of the Facilities Engineering Directorate (DXOF) supporting world-wide Missile Defense Agency (MDA) operations. Provides input to facilities construction and maintenance acquisition and procurement requirements in support of the global DXOF mission which entails providing facility operations and services, facility acquisition and sustainment, and environmental management to MDA agency-wide. Serves as facility maintenance and construction control representative and inspector for all MDA facility maintenance and construction contracts executed at various locations. Support MDA's technical monitoring of the facility maintenance contract for mission support services and base operations support provided to MDA under various Installation Support Agreements. Assess the performance of facility and/or construction contractors as provided by United States Army Corps of Engineers (USACE), United States Army Installation Management Command (US Army IMCOM), Army Contracting Command, or any other organization providing facility services to MDA. Assesses all facility contractors for MDA mission assurance and quality assurance. Draft monthly Technical Monitor reports of contractor performance analysis with the DXOF team. Serve as Contracting Officer's Representative or Alternate Contracting Officer's Representative as required. Maintains familiarity with construction contract plans and specifications, maintenance procedures and Facility Specific Operations and Maintenance Manuals (FSOMMs). Ensure FSOMMs and as-builts drawings are up to date. Inspect electrical, mechanical, civil, and architectural materials and equipment delivered to the worksite to ensure they meet FSOMM requirements or contract specifications. Observe Periodic Maintenance (PM) and Corrective Maintenance (CM) work and work methods to ensure that PM's and CM's are being performed in accordance with FSOMM requirements and/or contractual requirements. Inspect work in progress and upon completion to ensure an acceptable level of workmanship. Observe worksite and work activity to ensure safety standards are maintained. Reviews project plans, designs and specifications prior to contract advertisement to determine practicability from a construction standpoint, whether physical obstructions or other construction difficulties have been anticipated, and whether materials specified are readily available. Develop basic scopes of work (SOW) to be executed using acquisition and procurement methods including, but not limited to, a Base Operations Support (BOS) and JON Order Contract (JOC). Attend pre-bid and pre-construction conferences to inform contractor of requirements concerning construction scheduling and other MDA unique aspects of the project. Develops recommended courses of action to accomplish the objectives by the most expedient and economical methods considering the availability of total resources. Ensure appropriate funding, required waivers, certifications, approvals and compliances have been obtained for contract actions. Support the established or selected strategy for facility project acquisitions and procurement operations, Military Construction (MILCON), Facilities Sustainment, Restoration and Modernization (FSRM), etc. Develop effective working relationships including building coalitions internally, with other stakeholders to achieve common goals by using a variety of communication resources. Advise staff on acquisition/procurement support and administrative issues to assure that the most efficient and effective procedures are used. Serve as an information resource to branch chief at meetings and conferences on facility acquisition and quality matters and contributing to oral and written reports for management; communicating orally and in writing to all levels of employees and management within the agency and to MDA's construction agents. Performs other duties as assigned. You must meet 2 of the 3 statements listed below in order to qualify: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience with principles, methods, and techniques of engineering and a general knowledge of multiple disciplines such as civil, mechanical, electrical, architectural, topographical, geo-technical, environmental, and/or material sciences in order to provide expert engineering, scheduling, quality assurance, budgeting and configuration control support on all aspects of the construction effort. Experience in coordinating, integrating, and leading extensive analysis of engineering plans and programs to provide on-site specific planning and infrastructure requirements to support construction, modifications to the design and contract, commissioning of the facilities and infrastructure, configuration control and project acceptance and turnover. Experience with deployment planning, military service and joint staff planning process in order to plan, integrate, and execute complex, multi-faceted BMDS system equipment, construction, and facility requirements and projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
