Job description
Duties Summary: The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Exercises and Inspections Branch of the Plans and Programs Office. Leads and directs the Exercises and Inspections Branch (XPI) within 673 ABW Plans and Programs (XP) office. Directly supervises six specialized exercise planners to include the wing's Chemical, Biological, Radiological, Nuclear, or High-Yield Explosive (CBRNE) defense expert and the wing's 300-man exercise evaluation team (EET). Plans, directs, conducts, and controls 673 ABW Operational Readiness Exercises (OREs) in concert with 3 WG and 176 WG, based on PACOM OPLANS, including Phase I Initial Readiness Response Exercises - testing the wing's ability to transition from peacetime to a wartime posture and Phase II combat employment - testing the wing's ability to perform wartime or contingency missions in a simulated deployed high threat environment. Ensures over 7,000 Elmendorf-based Airmen are prepared for wartime tasking through effective and efficient exercise planning, execution, and evaluation. On behalf of the Joint Base installation commander, directs the planning and execution of the installation's Emergency Management (EM) exercise program. Responsible for exercising and evaluating the installation's EM, CBRNE defense and defense support for civil authorities plans and processes. Ensures branch personnel are qualified and trained to exercise and evaluate all critical wartime functions in accordance with AFIs, HHQ guidance and wing plans. Ensures 673 ABW is prepared for all HQ inspections in accordance with Joint Base Implementation guidance. Serves as Chief, Plans and Programs Office in the chief's absence. Services multi-functional areas of responsibilities to satisfy mission objectives and does not include duties involving a single functional area. Duties: Plans, organizes, and directs the activities of Exercises and Inspections Branch, ensuring that Plans and Programs Office (XP) complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the 673 ABW Exercises and Inspections with a variety of installation and functional area organizations. Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI). This position is Drug Testing designated. Incumbent may be subject to random uranalysis. This position has been designated as a "KEY" position. Incumbent must be removed from military recall status. May be required to travel by regularly scheduled passenger or military or commercial aircraft in the performance of temporary duty assignments. Education: For entry into this specialty, a degree is desired in management, business administration, international affairs, or political science. Experience: 12 months of experience is desirable in functions of this specialty. This is a Centrally Managed Position in the Operations Career Field. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of procedures and policies for military deployment, employment, emergency response, and security planning, including equipment assigned and training requirements of personnel; Knowledge of safety and security regulations, practices, and procedures; Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities; must work well with people, especially in the planning and coordinating phases of the job; Skill in developing, analyzing, directing, operating, and evaluating deployment/employment, emergency response and Anti-Terrorism operations, inspections, exercises, and programs; Knowledge of natural disaster response procedures, air base operability, hazardous materials, weapons of mass destruction, training techniques and use of special equipment; Ability to plan, organize, and direct the functions and staff of a large sized organization; Knowledge of organizational workload requirements, and procedures, including personnel management policies and practices; Knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer requirements; Knowledge of and ability to develop training programs and conduct training and evaluations; and Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
