Job description

Duties Principal technical authority and lead software developer with responsibility to develop, create, maintain, and write code for computer applications, software, or specialized utility programs in support of the Product Development and Support Office. Applies a mastery level of IT principles, concepts, methods, and practices in assigned specialty area. Develops, interprets, plans and applies policy, process, procedure and strategy in the delivery of multi-discipline IT services required to achieve data and system integration/interoperability for assigned systems and applications. Performs in-depth analysis of automated and manual systems to accomplish design and programming assignments which integrate the activities of multiple specialty areas. Performs system documentation for complex assignments in accordance with DOD, DISA and local standards to include embedded comments in the coded instructions so others can understand the program Develops testing and implementation plans using coding and testing standards. Secret security clearance required Qualifications In order to qualify for this position, you must meet the requirements described below Basic Requirements: Applicants must demonstrate on their resume that they have IT-related experience demonstrating each of the four competencies listed below. - Attention to Detail - Customer Service - Oral Communication - Problem Solving Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in leading the engagement with both current and possible future customers in supporting the warfighter, leading projects throughout lifecycle. Experience walking customers through new product and services delivery, translating the best technical solution into project designs/plans to meet customer objectives. A mastery of web development to include Hypertext Markup Language (HTML), Cascading Style Sheets (CSS), jQuery, JavaScript, JavaScript Object Notation (JSON), extensible Markup Language (XML) and the programming language C sharp (C#). A knowledge of Microsoft SQL Server 2016 or later in both administration and development is a plus. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Education There is no substitution of education for specialized experience at the GG-13 grade level. Additional information This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. This appointment does not confer eligibility to be non-competitively converted to the competitive service. A three year probationary period may be required. In accordance with DoD 8570.1-M, Information Assurance Workforce Improvement Program, selectee must meet Information Assurance Certification standards. Selectee must have an approved waiver prior to placement in this position or achieve the appropriate IA certification within six months of assignment of IA duties. Level II certification is required prior to being authorized unsupervised privileged access. This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
