Major Duties: GS-12 With assistance/guidance from senior Instructional Systems Specialist, develops, designs, revises, reviews and evaluates courses of instruction, course materials, developmental tools (e.g., job aids, electronic performance support systems, etc.) and testing in the realm of digital forensics, body worn camera initiatives, and computer theory Collaborates with subject matter experts to develop training plans and identify learning objectives for courses, and to identify and obtain sources of information for development of course materials. Provides professional education guidance and coordination to assist in resolving problems, identifying training needs, and works to ensure effectiveness of various classes and instructors. Conducts/assists in studies to determine immediate and longer range training and instructional needs of various training programs offered by DESED. Collaborates with Training Division to ensure courses align with FBI training policy. Provides necessary reports, to include: student test performance, class evaluations, and instructor evaluation. GS-13 In addition to the above: Works without any supervisory guidance to develop, design, revise, review, and evaluate courses of instruction, course materials, developmental tools (e.g., job aids, electronic performance support systems, etc.) and testing in the realm of digital forensics, body worn camera initiatives, and computer theory Serves as subject matter expert advisor to DESED instructors and personnel on curricula, teaching methodology, and other training-related matters. Degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States. Specialized Experience (SE): GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows: Demonstrated written and oral communication skills by providing educational guidance, recommending program changes, developing policy, and advising executive management. Developed curriculum, instructional guides/materials, exams, and presentations. Reviewed and evaluated training curriculum, instructional guides, training materials, and examinations. GS-13: In additional to the above, applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows: Knowledge of the concepts, principles, and methods to include instructional design, systematic design, training guidelines and regulations Experience conducting educational evaluation, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
