Job description

Job Description: Provide Earned Value Management (EVM) analysis support for the Office of the Chief Financial Officer EVM Program Executive under the NASA CPSS contract at Marshall Space Flight Center (MSFC). • Provide expert guidance, consultation, and support to MSFC and Agency customers to address actions, independent analysis, special projects, research/studies, publications, and promote project management excellence. • Provide expert guidance, consultation and support for NASA-led external initiatives, such as the EVMS reciprocity, GAO Correction Action Plan (CAP) EVM Initiative, etc. • Provide expert guidance, consultation, and support for Civilian Agency Industry Working Group (CAIWG), National Defense Industrial Association (NDIA), College of Performance Measurement (CPM), Defense Contract Management Agency (DCMA), other agencies, industry/academia partners with meetings and other initiatives. • Provide expert guidance, consultation, and support to Agency leadership for the Baseline Performance Review. This includes the EVM analysis/input to the OMB Dashboard status of programs/projects, as well as HQ senior leadership briefings to support decision-making. • Provide expert guidance, consultation, and support and support regarding the maintenance Agency/MSFC PP&C documentation (e.g., Project Management Handbook, PP&C Handbook, EVM handbooks/ requirements/ standards/processes and other related documentation). • Review white papers and handbooks related to PP&C or EVM policies, benchmarking industry, other Federal Agencies, and/or Other NASA Centers for best practices and training curriculum. Also, conduct EVM training to senior leadership at NASA-HQand programs/projects. • Assess project management processes and practices against MSFC and agency requirements as appropriate for NPR 7120.5 or 7120.8 projects. • Provide expert guidance, consultation, and support to Project and EVM Reviews (e.g., IBRs, EVMS Compliance Reviews (NASA-led and DCMA led), EVMS Surveillance Reviews, CDRs, SRBs, and other independent reviews/assessments). • Support and present at the EVM Working Group meetings, and industry workshops. • Attend/participate in EVM team, Centers, NASA-HQ, and other programmatic meetings. • Some travel required approximately 5 trips per year Experience Requirements: • Earned Value Management (EVM) experience • Knowledge of EVM policies, principles and best practices. • Knowledge and implementation of the NASA EVM Capability. • Knowledge of NASA requirements, NASA FAR Supplement, EIA748EVMS • Advanced experience with Microsoft Office tools, including Excel, PowerPoint, Word, etc. • Excellent communication skills Desired: • Desired 15+ years • Project Management Professional (PMP) desired • Earned Value Management Professional (EVP) desired • Empower or Cobra experience desired Certification Requirements: N/A Education Requirements: • Bachelors of Arts / Bachelor of Science Desired Work Type: Remote - Huntsville, AL (Marshal Space Flight Center) Clearance Requirements: Public Trust If you hold a clearance, we will maintain your clearance status, regardless of the type you hold.
