Job description

Duties This position is developmental and intended to provide assignments and training which enhance knowledge, skills, and competencies to perform higher level acquisition analyst work. Provides contract development and contract monitoring support for assigned procurements for various weapons systems. Develops performance work statements and other contract requirements package documentation e.g., acquisition plans, data requirements, sole source justifications, independent government estimates, evaluation criteria, etc. Develops acquisition objectives and milestones to obtain the contracted services within the timeframe demanded of the particular project. Works closely with program managers and technical representatives, provides recommendations, and assists with the preparation of the performance work statements/scopes of work. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. One year trial/probationary period may be required. Must be able to obtain/maintain a Secret Security clearance. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty. Qualifications Who May Apply: US Citizens This is an Accelerated Compensation Developmental Position (ACDP). In the development period, the incumbent receives tailored instructions, guidance, training, and supervision designed to provide the knowledge and skills necessary for successful performance at the full performance level. Supervision becomes progressively less detailed as incumbent gains more experience. Incumbent may be eligible for non-competitive ACDP basic pay increases within a six month period, within the target broadband level or non-competitive promotion to the higher broadband level upon meeting the following requirements: (1) Incumbent completes all required training and conditions of employment; 2) successfully met the benchmark and objective requirements for developmental activities, accomplishment of higher level work, and contribution expectations; and 3) results as well as quality of performance determined by the supervisor. Therefore, ACDP basic pay increase or non-competitive promotion to the higher broadband level is not guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications Requirements for the Administrative and Management Positions: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes providing contract development and contract monitoring support. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-1/GS-04). OR Education: Four year course of study leading to a bachelor's degree. (You must provide a copy of your transcripts). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. Position may be filled as a Term appointment NTE 2 years. Employees hired under the modified term appointment may be eligible for conversion to career-conditional appointments or career appointments. This position may be converted to permanent career or career-conditional appointment without further competition as long as the following requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service and employee must have a current performance rating under such term appointments of at least full successful or equivalent. NOTE: If a current Army employee with personal competitive status accepts a time-limited appointment (such as a term appointment), the Army employee forfeits their permanent status and becomes subject to the provisions of the term appointment. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. For further information, visit: . Additional information This is a pay banded position. The NH-02 band encompasses grades 5 to 11 under the General Schedule (GS) system.
